Execute sibling transfers in between multiapps #31573
Description
Motivation
Could let us execute two apps with information flowing from the first to the second, in the same execution scheudle
This avoids all the gymnastics we do with the execute_on to stagger apps currently
Design
Complicated.
Need to shift from the executeMultiApps & executeTransfers to a new routine, maybe executeMultiApps&Transfers
Impact
Tighter coupling
