Summary:
The current Proof-of-Coverage allows for Virtual Machine (VM) farms or hotspot farms that have been engineered to maximize return of rewards without providing benefit to the network. This HIP proposes a different method to to determine Proof-of-Coverage, by seperating the network into islands that are based on the geolocation of hotspots and their associated witness lists.
