Make the ToC stay at its scrolled position

When I click on a section link in Table of Contents (ToC), whose placement is at out-of-the-visible ToC region, the ToC reloads to top. ? To reproduce: Scroll down while some chapter listings are expanded, click on System Properties section link; observe the ToC behavior.
