These packages all depend on SQLAlchemy (see python/typeshed#10389 (comment)), and SQLAlchemy >2 is `py.typed`. streamlit also depends on SQLAlchemy, but pins to SQLAlchemy <2, so there's no point installing it for checking streamlit: https://github.com/streamlit/streamlit/blob/a49d6b327972fb98839b487119702ed58d1ca539/lib/test-requirements.txt#L40-L42
