More options for sourcing images from HCP Packer registry #4270

An HCP Packer registry bucket may have multiple images in an iteration. It is unclear if multiple iterations for the same matching cloud provider and region can possibly be pushed to the same iteration; however, regardless of that, it could be helpful to identify an image based on other criteria, such as build labels.
Describe the solution you'd like
Support additional configuration options in the Packer config sourcer plugin, to source an image from a channel in an HCP Packer bucket.
Describe alternatives you've considered
Reducing the number of "similar" image metadata pushed to the HCP Packer registry for a single iteration.
Explain any additional use-cases
Allowing for identifying an image based on labels could work with Waypoint labels in some fashion for complex use cases.
