Fixes #1178

This allows the depends_on parameter to reference an entire module with module.NAME.

The behavior in this case is that everything in the module (including sub-modules, resources, outputs) must be created before the resource with the depends_on set is created. The website update in the diff is a good example.

Note that this is a good example of what was mostly trivial work thanks to the new pre-flattened graph situation. :)

For example: A => B => C (modules). If A depends on module B, then it
also must depend on everything in module C.
