Currently harvester needs to be installed to nodes in create/join mode.
To speed up the process this PR introduces the ability to "Install" harvester to a node, in which case the filesystems will be partitioned and harvester installed to the target system.
No actual harvester configuration can be performed at this stage.
On subsequent boots the users can now create/join harvester using this image and this will be a lot quicker as the binaries are already installed, and the create/join process only configures rke2 components.
In addition a new harvester qcow2 artifact is also generated by the build which already has harvester installed in install mode.
This should simplify harvester installation in public cloud providers.
