[PACT-CORE] Multiplicative modular inverses

Implement builtin function in the Pact language to perform evaluation of multiplicative modular inverses.

This must be implemented in Pact’s repository as a PR and submit a KIP to Kadena’s core team.

1. Discover how gas calculations work in the language
2. Create unit tests for the new builtin we are adding (both gas and functionality)
3. Implement the builtin with hardcoded gas and check that it works
4. Implement gas model and check that it works
