Backport #62965 to branch/v18
changelog: Fixed a bug where members of a former owner Access List retain the owner permissions grants of the former owned Access List. It also fixes the issue with not being able to delete a former owner Access List. Please note: this could only happen if the owner Access List ownership was removed via the web UI.
