Further tweak '.kokoro' configuration to get 'Kokoro docs-presubmit' running: - Set up additional 'gfile_resource' in '.kokoro/docs/common.cfg'. - Get 'gcloud' installed in '.kokoro/docker/docs/Dockerfile' - Run 'docs' session with Python 3.8. Closes #797.
