When using the app offline, clicking on 'Terms of Service' in the sidebar, immediately logs out the user. This can lead to serious and unexpected data loss, as logging out clears local data such as surveys, submission data, and offline imagery.

Reported by @jo-spek in the latest release. This seems to be existing behavior for some time, when the ToS fail to load, an error toast is displayed and the user is promptly logged out. The app should display the connectivity error in this case, without logging the user out.
