Settings dialog looks bad on very short windows in alternate buffer mode

What happened?

What did you expect to happen?

Expect the UI to toggle what to apply to should go away and layout should not be compressed to the point where ink is rendering content outside its boxes.

@jacob314, thank you for the report! This issue is being closed because it has been inactive for over 60 days. I see this issue was mentioned by #18441 and #18572 which are now closed; does this mean it is completed? If not, could you please check if you can still reproduce this with the latest build and provide detailed reproduction steps? Feel free to reopen this issue.
