Add Amazon Aurora DSQL support #1450

I’m an engineer from the Amazon Aurora DSQL team. I’d like to add Aurora DSQL support to golang-migrate.

Aurora DSQL is PostgreSQL-compatible but requires DSQL-specific handling for IAM authentication, migration locking, optimistic concurrency conflicts, and asynchronous DDL operations.

Describe the solution you'd like

I opened PR #1449, which adds an Aurora DSQL database driver with CLI and library support.

The implementation includes tests, documentation, and migration examples.

Describe alternatives you've considered

The existing PostgreSQL drivers do not handle all Aurora DSQL-specific behavior.
