I'm unable to use the function NEW_UUID with spanner

Steps to Reproduce
Steps to reproduce the behavior:
I added a test in this branch to reproduce the behavior #1438

Expected Behavior
I would expect the SQL to be parsed successfully.

Migrate Version
v4.20.1

Loaded Database Drivers
spanner

Go Version
1.26 and 1.27
