Firebolt driver support #1420

I'd like to see Firebolt supported in golang-migrate. The existing drivers aren't compatible with it - the SQL dialect and connection handling are different enough that they fail outright.

I've opened a PR implementing a driver (#1379), following the same pattern as the other Docker-tested drivers. Opening this issue to track it and to hear if there's anything else needed to get it reviewed.
