Allow creation of render hooks for inline <code>

As to the proposal, I have been holding back on the "fine grained" hooks in Markdown because of

1. Performance, finding a template and render that is much slower than just printing a simple HTML structure.
2. It adds a new "thing" Hugo that we need to test, document and maintain for the future.

It's hard to set the line here. We will obviously never add hooks for <b>bold text</b>, maybe inline code could be a candidate, but I haven't yet seen a convincing argument.

It does in the sense that I can use it to write the CSS style:

But Tailwind made my backend dev brain dislike this as a “global”: I would rather the style was carried by individual <code> elements, like how I did it for <pre>: https://invent.kde.org/websites/kde-ru/-/commit/e893ee897

Speaking of <pre>, <code> is kind of special in this regard because Hugo's code blocks also generate <code> inside each <pre> — which is semantically correct, but awkward to style globally because I have to exclude this case, as you can see in the above snippet. A render hook would make it nicer.

As for where to draw the line, I can't really think right now of any other elements I am missing hooks for. Other than <code>, my ex-Bootstrap main.css only has styles for headings and links left, and both of those already have render hook support in Hugo.
