even when comparing values which are both represented in micro-units using the expression: amount < minValidatorBond we get the wrong result. Both arguments are of type BN and for example for values: min=100000000000000000000 amount= 50000000000000000000 amount < min results in `false`. My guess is that these values are internally converted to strings when comparing them. Wrap the string representation around BigInt() so that values are compared correctly

…h rename b/c newly created releases will most likely be USC compatible we drop the auto-discovery mechanism here and hard-code the previous release so that runtime upgrade tests can execute!
- create-devnet-release.yml - must be manually triggered from the default branch and we can pass arbitrary source/target - llvm-cov.yml - not necessary anymore, removed to simplify
b/c the underlying credentials have changed to reference account on the USC chains. This test step is a low priority one so we can skip it.
