[BUG]: Error: failed to rate: failed to send detailed feedback: error sending request: internal server error, code: 400

What happened?

Selecting the 'Rate response' option results in a 400 error.

✗ Error: failed to rate: failed to send detailed feedback: error sending request: internal server error, code: 400, request ID: E2A8:146D37:10CBF18:1362260:68B984AF

This occurs both when the "Do you wish to be contacted via your GitHub email address?" option is true and false.

Feedback included in failed request:

"The CLI is very noisy. The response is cluttered with 1) "Welcome to GitHub Copilot in the CLI!", 2) "version ...", 3) "I'm powered by AI...", 4) "Suggestion: ". I would greatly prefer receiving the suggestion itself and nothing else, or at least having the option to configure the CLI like this. The warning about AI is annoying; this is a co-pilot branded tool and I am very aware of what using an AI tool implies. Version can be accessed with --version. I also find the order of the options irritating. My usual action is to execute the command. I suspect this is the case for most people. I appreciate having copy, explain, revise and rate, but to me these are secondary commands. To position execute awkwardly in the middle of the options means I need to think about arrow key navigation almost every time I use the CLI."
