ci: Change the openEuler-cann version and the container pull method

• Updated the cann version. This version occupies less space.
• Replaced the "container" method for pulling images with the manual "docker pull" method, which makes it easier to free up unnecessary space before pulling the images. It is used to fix ci: Remove the build of openeuler-cann in release #17724.

@CISC Since this PR directly touches the release.yml file, I was thinking we should drop the <details open> tag directly since it doesn't serve much purpose with it open and closed.

It's useful when the commit log is huge to be able to hide it for easy access to the links.
