Closes /issues/1481

What has been done to verify that this works as intended?

• All tests in this repo are passing, that verifies npm package updates
• Frontend and backend tests are passing, that verifies node update
• To check redis upgrade doesn't break existing public links, I install this branch on dev and filled out a Form using existing public link
• Checked the changelogs of egos-tech/smtp, only base image is updated + a typo fix. Deployed the v1.1.5 on test.central.getodk.org and verified that email goes through.
• There is no new release of nginx-certbot and pyxform-http
• We decided not to update enketo this time.

Before submitting this PR, please make sure you have:

• branched off and targeted the next branch OR only changed documentation/infrastructure (master is stable and used in production)
• verified that any code or assets from external sources are properly credited in comments or that everything is internally sourced
