Possible users are packages like vkBasalt, gamescope, fxc (reshade fx compiler), etc.
Could be used to unbundle reshade in such packages.
I used this for a long time in my local vkBasalt ebuild, but not checked it since 6.1.1.
Draft because this ebuilds wasn't tested/updated for a long time (and contain meson hacks). Will check when I have more time.
