[don't merge]: testing branch for #2522

#2522 fixed #2496 with patching the wasm dependencies and adding weights for the sign-ext instructions, but sadly it isn't compatible with the lastest nightly toolchain on my osx machine because of some llvm related issues

this PR is for testing

• if it works with lastest nightly version in CI
  • if works ( even only linux ), will investigate the llvm problem on my machine ( component llvm-preview doesn't work for me ... and my local env is a bit dirty )
  • if not, will test the potential of trimming feat(workspace): enable sign-ext everywhere #2522 follows feat(workspace): enable sign-ext everywhere #2522 (review) to solve the can-not-upload-program issue first

changes in this PR will fallback to #2522 finally
