[Docs] Hyperlink external resources and update "Twitter" terminology

I noticed two small issues in the "Before you apply" section:
★External resources (GitHub, Social Media, Mailing List) are not hyperlinked.
★The text references "Tweet," but the platform is now called "X".

Proposed Solution:
★add tags to link "social media channels" to the FOSSASIA Contact page (or specific profiles).
★update "Tweet" to "Post on X" or "Post on social media" to be more current.

I can make these updates to Improve navigation and accuracy. May I work on this?
