Use a non-default config path

According to the FOSSA CLI docs, config allows a non-base working directory config file.

Outside of this adding it, I'm not sure how to add this in. Would be nice to keep this file somewhere in the project compared to having to add another to the base of a project.

As an aside, the latest build failed fossa's checks two months ago. If you want people to take fossa more seriously, taking it inside the organisation own github action, might help 😆
