Fix for gh workflow with fixing the lint and formatting issues at the same time.

gh workflow changes:

  • split workflow into 3 jobs - format, analyze and test
  • specify flutter channel and use cache to speed up checks
  • update actions versions
  • use dart commands for analyze and format to make it slightly faster
