In addition to its profligacy, it seemed to keep the release.yml workflow from firing in my case.

Update the lockfiles and
CHANGELOG.mdper the release instructions, in preparation for the next Viceroy release.I've also bumped the MSRV to 1.88 because
timeandtime-coreneeded it, as reported bymake ciafter runningmake generate-lockfiles.
