Long-closed PRs and issues often attract spam comments and off-topic discussions, and i'm tired of getting notifications of them.
This workflow is already used in the main fastify repo, so thought it'd be a good idea to make it shared so we can use it in all of our repos.

Pull Request Overview

This PR adds a GitHub Actions workflow to automatically lock inactive issues and pull requests after 90 days of inactivity. This helps maintainers reduce clutter and manage repository activity by preventing further comments on resolved or abandoned threads.

Key changes:

  • New workflow file that uses the jsumners/lock-threads action to lock stale threads
  • Configures exclusions for certain labels and custom lock messages
