An invalid file, `name_caching_program.hpp`, has snuck into our code

src/cuda/rtc/name_caching_program.hpp - unintentially snuck into this repository, when it shouldn't have. By now, we can't just erase it via a rebase, since releases have been made, and we'll need to live down the shame of this gaffe. But - let's delete this.
