Motivation

Templates are a great tools to help people filling the right information when need, being for a pull request or for issues requests a new features or a bug.
With multiples templates, we can then add automation on top of it, allowing a faster handling and notification of all interactions

Expectation

Create and add multiples templates to covers "all interactions" on all repositories

Implementation

Create Issue templates with Bug / Feature Request / Others
Create pull request template

Leveraging templates for issues and pull requests on GitHub can help us standardize contributions and allow us to add automation to tags and manage said interactions. This could help dedicated teams (triager, captains) by pre-processing issues / PRs. By lowering time spend on handling that, this would allow more people to focus on the technical side of the project while being responsive to all questions or new contributions

We merged issue tempaltes. I had a start of a PR template but I got caught up in all this stuff, if someone wanted to open that I think the main goal is just warning folks not to open spam prs.

I think we already have several templates that are functional, maybe it's time to close this issue or is there anything else missing?
