• Glamsterdam devnet-5 status. How is stability looking? Explain the bugs found by deathstar.

• Proposer Preferences API Specs — james-prysm: any remaining concerns on beacon-APIs PR gloas proposer preference apis beacon-APIs#608?
• (Cayman) QUIC support & multiplexer transition — wemeetagain: cross-client status check needed. Lighthouse already Disable Mplex by default sigp/lighthouse#9365.
• Discuss consensus-specs Mandate QUIC as primary transport consensus-specs#5330. Avoid network split — coordinate before going straight to QUIC vs yamux.
• Leobago would like to discuss a minor change to the beacon API regarding the deposits/validator endpoint. I'd like to get a pulse on QUIC support on all clients and discuss ethereum/consensus-specs#5330

I know that Lighthouse recently merged this PR to disable mplex by default. In the past, discussion here around mplex deprecation led to "go straight to QUIC" instead of embracing yamux. We should coordinate here to avoid network split.

I want to discuss some aspects w.r.t the builder-api:

1. Final call on Staked Builder API for Glamsterdam builder-specs#138, I ll be merging it after the call. We can update it if needed by raising PRs.
2. I want to talk about remove submitBeaconBlock API builder-specs#162
3. How should we approach circuit breakers? Should we just specify that clients MUST fallback to self build and let the heuristics be impl dependent as today? like how we have in the bellatrix spec: https://github.com/ethereum/builder-specs/blob/main/specs/bellatrix/validator.md?plain=1#L198
