Forms app mobile improvements

Validation

To Validate

1. Make sure all merge request checks have passed (CI/CD).
2. Pull and run forms using 'npm run start-dev' from the forms repo.
3. Navigate to http://localhost:3000/requests as 'Earthdata Pub System'.
4. Click the 'New Request' button
5. Select ORNL daac.
6. Click the 'Select' button.
7. Verify you are redirected back to the dashboard '/requests' page
8. Click the 'Data Product Name' to go into the details request page.
9. Change the current workflow step to be 'Publication Request Form'.
10. Click the 'Next Action' button to go into the questions form.
11. Observe the form in different mobile views via dev tools and verify forms look good in most mobile environments.
