Add privilege restrictions to submission reviews - API

Validation
The API doesn't currently restrict the review ability to only those with the expected privilege. So, to validate that the user making the review request has the privilege necessary, i.e., does the user have REQUEST_REVIEW or REQUEST_REVIEW_MANAGER privilege
