feature: GESDISC management approval step

Description

This is a PR to support the GES DISC workflow, specifically to add a "Manager Approval Step" that no other role has access to.

Note: this has an associated dashboard PR

• Adds a new privilege: "REQUEST_REVIEW_MANAGER"
• Adds a new management_review step to the GES DISC workflow

• Need to update https://github.com/eosdis-nasa/earthdata-pub-api/blob/GUUI-3292-gesdisc-management-approval-step/src/nodejs/lambda-handlers/submission.js#L150 to restrict API access to review management steps to manager privilege
