When a mobile user accesses riot-web, suggest to download the app using the configured identity server and homeserver

Description

Currently the prompt for "Would you like to download the app instead?" exists, it would be even better if it were to make use of element-hq/riot-android@2d810c0#diff-04c6e90faac2675aa89e2176d2eec7d8R120 and automatically append those parameters based on the config.json for that riot instance.
