UIFeature.voip setting is no longer honoured

Steps to reproduce

1. Add to element web config:

   "setting_defaults": {
           "UIFeature.voip": false
       }
   

2. Open element web, go to any room with more than just you in it

You'll see a call button in the room header, but the config option is in the docs and claims to make voip not, "shown readily to the user", so it looks like this option is no longer working.
