Moving/resizing Element window between screens causes room list docked widgets to auto-expand

Possibly due to the room list going big -> minimized -> big over short periods of time

This happened on web.

Reproduction steps (because it's complicated):

1. Ensure you have widgets in account data. If not, send something like this to your m.widgets global account data:

It's recommended to change the sender and creatorUserId to your local user.

2. Run mxSettingsStore.setValue("Widgets.leftPanel", null, "account", "widget_id_here") in the JS console.
3. Note the widget in your room list (may require refresh). Collapse it.
4. Grab the resizer for the room list and move it left until the room list collapses itself, then move it back to the right
5. Widget should now have expanded, but the expectation is that it doesn't do that.

It also doesn't remember collapsed state over reloads.
