1. Check if the backup key is missing or wrong (outdated). 2. Prompt user with the standard `Key storage out of sync` toast. 3. If the user enters the correct recovery, fix it by creating a new backup. Assumes https://github.com/element-hq/element-meta/issues/2865 to be done, otherwise creating a new backup will break it on other devices. (We think on EW we already show the toast if backup key is missing, but not if it's wrong. We are not sure on EX.)
