[8.19] (backport #8592) Remove deprecated otel elasticsearch exporter config *_dynamic_index

What does this PR do?

As *_dynamic_index are all no-op and logs_index defaults to empty string from v0.122.0 elasticsearchexporter due to open-telemetry/opentelemetry-collector-contrib#38500,

• Update otel config translation
• Update kube stack values and samples

Why is it important?

Clean up the usages in EA repo.
