[Bug] Only the acceptor sends a declare final with interest id 0 in peer mode

Describe the bug

Given two zenoh-pico peers, only the acceptor sends to the opener a declare final message with interest id 0. Both peers should notify each others once all initial declarations have been propagated.

To reproduce

1. Launch a Wireshark capture with zenoh-dissector installed
2. Connect a listener peer to a connector peer
