Tip banner for push notifications

for all users (including pro users) - show a tip banner at bottom of chat screen telling them to enable push notifications (MAYBE ssend a test push notification) so they know to enable notifications (e.g. MacOS settings).

• have a way for users to ignore this tip and not show it again
• don't show tip if they already enabled it

use for other features int he future?

• e.g. plan mode
• media library
• create image button, etc.

Part 2:

• Show the push notification when user needs to respond to questionnaire and dyad app is not in focus
