Pull request overview
This PR reverts part of the changes made in PR #123539, which moved both OneLocBuild and SourceIndex to run only on scheduled builds. The OneLoc team has requested that OneLocBuild runs on every main commit, while SourceIndex should remain on the daily schedule.
Changes:
- OneLocBuild (Localization stage) now runs on every main commit instead of only on scheduled builds
- SourceIndex stage remains on scheduled/manual builds only
- Updated the schedule display name from "Daily OneLocBuild and SourceIndex" to "Daily SourceIndex"

The OneLoc team reached out to me and told me that we need to run it on every build, otherwise it will cause alerts in their system. Move OneLocBuild back and only run SourceIndex daily.
