This is a small refactoring that changes
AvoidMultipleEnumerationsFlowStateDictionaryFlowOperationVisitorfrom being abstract with C#/VB implementation, to being sealed with no language-specific implementation. This is done by moving the language-specific code fromAvoidMultipleEnumerationsFlowStateDictionaryFlowOperationVisitorto the analyzer itself.
