Add test for "CA1812: Avoid uninstantiated internal classes" including a file class #6049
Description
It will probably pass, but good to confirm, and good to make sure a codefix will be correct if implemented in future. The test must use VerifyCodeFixAsync (even if we don't have a codefix for the analyzer currently)
