[Android] CollectionView Scrolled event is triggered on the initial app load.

Description

On Android, the Scrolled event of CollectionView fires immediately during the initial app load, even when no user interaction occurs. This behaviour is not observed on other platforms.

Steps to Reproduce

1. Run the attached sample CollectionView.zip
2. Observe that the event fires on app launch without scrolling.

This issue has been validated in Visual Studio Code 1.107.1 with MAUI versions 9.0.0, 9.0.120, 10.0.0 & 10.0.20. It can be reproducible on Android platform.

I have the same issue (on Android). This is a serious one as it affects the dynamic loading on Android.
