When TitleBar.IsVisible = false the caption buttons become unresponsive on Windows

Description

If TitleBar.IsVisible is set to false, then at certain Window widths, the caption buttons (minimize, restore, etc.) are unresponsive to mouse movement and clicks

Steps to Reproduce

• Clone the sample repo and run: https://github.com/dotnet/maui-samples/tree/main/10.0/UserInterface/Views/TitleBarDemo
• Hide the TitleBar (Uncheck "Show TitleBar")
• Reduce the horizontal size of the Window
• Observe that the client buttons are unresponsive at certain widths

This issue has been validated in Visual Studio 18.0.0 with MAUI Versions 9.0.120, 10.0.0-preview.1 10.0.10 & 10.0.11 . It can be reproduced on Windows platform.
