[Windows] Shell Tab IsEnabled Not Working

Description

The IsEnabled property on Shell.Tab does not properly disable tabs on Windows.

• When IsEnabled is set directly in XAML
• When IsEnabled is updated dynamically at runtime using data binding

In both cases, the tab remains selectable and visually active although it is expected to be disabled.

Steps to Reproduce

1. Run the attached sample IsEnabledTabBarIssue 4.zip
2. Tap the Disabled button and observe the behavior.
3. Refer the expected video.

This issue has been verified in Visual Studio 18.0.0 with MAUI Versions 9.0.0, 9.0.120, Preview 1 and 10.0.11. It can be reproduced on Windows platform.
