[Windows] FlowDirection="RightToLeft" causes mirrored content in WebView and HybridWebView

Description

When FlowDirection="RightToLeft" is applied to a WebView or HybridWebView the entire content displaying a mirror.

Steps to Reproduce

1. Run the attached sample WebViewSample 5.zip
2. Load a webpage or HTML content.
3. Observe the Behavior.

Actual Behavior:
WebView renders all content mirrored when FlowDirection is RTL.

This issue has been verified in Visual Studio 17.14.8 Preview 1.0 with MAUI versions (9.0.82, 9.0.0 & 8.0.100). It can be reproduced on the Windows Platform.

I can also verify this happens, I tried fixing it in JS but no luck so far.
