TargetInvocationException Occurs When Selecting Header/Footer After Changing ItemsLayout in CV2

Description

A TargetInvocationException occurs when selecting a Header or Footer after changing the ItemsLayout in a CollectionView. If ItemsLayout is initially set to Vertical, changing it to Horizontal causes the issue. If ItemsLayout is initially set to Horizontal, switching to Vertical leads to the same exception.

Steps to Reproduce

1. Launch the application. LayoutIssueSample.zip
2. Change the ItemsLayout to Horizontal List/Grid using the radio buttons.
3. Select a Header or Footer option after applying the ItemsLayout change.
4. The app crashes with a TargetInvocationException.

This issue has been verified in VS Code (1.98.1) (versions 9.0.50). It can be reproduced on the iOS and MacCatalyst platforms.
Note: The issue reproduces on CV2 but does not reproduce on the Android and Windows platforms.
