Description

I1_Layout-Vertical list and Grid content cannot adapt when the window is reduced
Affected case:
I1 - Vertical list for Multiple Rows
I1 - Vertical Grid for Single Span Layout

Steps to Reproduce

1. Deploy https://devdiv.visualstudio.com/Pkgs/_git/VS.TestAssets.Xaml?path=/Assets/Projects/ManualMauiTests to Windows.
2. Navigate to 'I1_Layout' ->'Vertical list for Multiple Rows' or 'Vertical list for Multiple Rows'
3. Shrink the window
4. Observe the page display

Actual Behavior:
I1_Layout-Vertical list and Grid content cannot adapt when the window is reduced

Expected Behavior:
The content should adapt when the window is reduced.

Not a regression, The issue also repro on 8.0.61& 8.0.3
