[introspection] Tweak which assemblies ApiPInvokeTest tests.

• Don't test the platform assembly in the simulator.
• Only test the platform assembly on the latest OS version.

Otherwise test everything.

This makes it so that System.Private.CoreLib.dll is tested on all OS versions.
